The Former President's Woke Warning Misses The Continent's Real Danger: Technological Decline.

The recent US security policy document presents a misguided view of Europe. It claims that unrestrained immigration and what it terms "woke" agendas pose an existential risk to European civilization. Yet, this argument rests on a fundamental misreading of the situation. The true danger facing the EU is not cultural but economic and technological lag.

The Stark Economic Gap Separating Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent increase for the EU. During this time, EU GDP per capita fell from 76.5% to just half of the US level. Strikingly, even the poorest US state now has a greater average income than several leading EU nations like France and Italy.

Today, about half of the world’s top fifty technology firms are American, while only four are European.

The Innovation Shortfall: The Core Question

The growing economic gap is driven by superior efficiency gains in the US, largely due to technological innovation and better use of resources. The landscape of world technology leadership is decidedly American. Over the past five decades, hundreds of American startups have grown into enterprises valued at over $10bn, compared with just 14 in Europe.

This gap raises a pressing question: As the competition for future industries like semiconductors, AI, and quantum computing, where does the EU positioned? Experts widely concede it is largely a two-horse race involving the United States and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

A number of key factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for funding startups. Europe has yet to establish a genuine unified investment market, a factor that caps the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A US startup can launch a product under a single regulatory framework to access a market of over 330 million. The European Union, despite a bigger population size, is split among twenty-seven separate systems, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In some EU nations, business failure was once viewed with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, one can find causes for optimism. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Key analyses on European competitiveness and the internal market point to the need for major reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths might enable much higher levels of business-led breakthroughs.

Europe retains significant strengths: skilled human capital, excellent education systems, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements could unleash a new wave of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in developing cutting-edge technologies, it can still significantly increase productivity by adopting and adapting advancements from elsewhere.

A Critical Juncture

The European Union now faces a decisive crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". To date, the continent's slide in innovation has been steady. But, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of world influence.
